The assurance behind confident decisions

Independent assurance for energy projects

We give developers, investors and public bodies the independent evidence they need to commit capital with confidence.

  • £70bn+energy infrastructure assessed
  • £21.7bncarbon capture programme assessed for government
  • 25 yearsacross engineering, consultancy, the private sector, regulation and government

Services

Every engagement serves one purpose, a sound investment decision. We work across power, carbon capture and storage, hydrogen, networks and interconnectors, and carbon removal.

Project assurance

Readiness, confirmed at every gate

Independent stage-gate reviews that confirm a project is ready for its next investment decision and set out precisely what remains to be done.

  • Business Case ReviewConfirms the case for investment and the team to deliver it.
  • Concept ReviewTests the chosen concept against achievable cost and schedule targets.
  • FID Readiness ReviewConfirms the project is ready to commit capital.

Transaction due diligence

Clarity before capital is committed

Technical and commercial due diligence for investors and lenders on energy infrastructure and carbon removal projects.

  • Technology tested at the scale proposed
  • Cost and schedule estimates challenged independently
  • Risks to value and bankability identified, with the conditions to resolve them

Policy and regulatory advice

Insight from inside government and regulation

Advice on how support schemes and regulation shape project value, grounded in direct experience on the government and regulatory side.

  • Contracts for Difference, regulated asset base and cap and floor regimes
  • Carbon capture and hydrogen business models
  • Exposure to changes in policy

Each engagement reports within four weeks of receiving data, with interim findings at the midpoint and a final presentation to senior management.

Our approach

Project maturity (FEL)

Front‑end loading measures how mature a project is at each stage gate, from first concept to final investment decision.

  1. FEL 1Opportunity and business case
  2. FEL 2Concept selection
  3. FEL 3Front-end engineering design
  4. FIDFinal investment decision

Risk dimensions (TECOP)

T E C O P
  • TechnicalWhether the design and technology are ready for the decision.
  • EconomicWhether the cost estimate, contingency and returns are credible.
  • CommercialWhether contracts allocate risk soundly and the project is bankable.
  • OrganisationalWhether the team and governance can deliver on schedule.
  • PoliticalWhether consents and policy support are secure.

Track record

Government

Carbon capture clusters, from business case to investment decision

Led the government assessment of a £21.7bn programme to the first investment decisions in December 2024, saving the public purse hundreds of millions of pounds.

Project assurance

A first-of-a-kind carbon capture retrofit

As principal examiner, provided independent assurance for the anchor offtaker of an 800,000 tonne a year carbon capture project through to investment decision in March 2025.

Economic regulation

Subsea interconnectors to three European markets

Directed the cost assessment of £5bn of interconnectors, disallowing unjustified costs and setting the precedent for later frameworks.
